2001 AAAS Engineering Section Meeting

 MINUTES

1.     Stuart L. Cooper, Section Chair, called the meeting to order at 9:05 AM. He asked those present to introduce themselves. The attendance list appears in Appendix A.

2.     Dr. Cooper asked for comments and possible changes to the Draft Minutes of the Section Business Meeting held on February 18, 2000. The draft was posted on the Section web site shortly after the Washington DC meeting and distributed at this meeting. There were no suggested changes and the draft was approved.

3.     The tentative agenda was approved. (See Appendix B)

4.     (a) Denice D. Denton was elected as Chair-elect of the Section effective February 21, 2001. Ward O. Winer was elected Member-at-Large of the Engineering Section Steering Committee effective February 21, 2000. The list of Section Officers and Members-at Large for 2001-2002 appears in Appendix C.

(b) The new Engineering Section AAAS Fellows elected in September 2000 are listed in Appendix D.

5.     Review of Fellow nomination process. There are three ways a candidate can be nominated: (1) The Steering Committee members prepare nominations and vote on forwarding a number of the candidates not to exceed the quota for the Section. The quota is based on the number of AAAS members in the Engineering Section. This year this quota is 15. In the past the steering committee decided to limit the number of nominations from each of the 8 members to two. In the event that some submit more than two and if the total number of nominations from the 8 members exceeds the quota, the Secretary requests the member with the most number of nominations to rank order the list and voluntarily delay the nomination of the candidate lowest in rank. This process was continued with other members until the total just equals the quota. This procedure will be followed again this year. (2) The second method of nominating a candidate for Fellow is for three Fellows to endorse the nomination. (3) The third method of nomination is for the AAAS Executive Director to forward a nomination. Only method (a) is subject to the quota. In all three of the methods, the candidates are evaluated by the Section Steering Group, and the candidates must receive a majority vote from the steering group. Furthermore, if a candidate receives more than two negative votes, the candidate is not recommended for election to Fellow.

6.     It was noted that of the various symposia topics suggested by the Section last year, only one was accepted. This is “Food Safety and the Technology Revolution”, co-organized by Stuart L. Cooper, Gail H. Marcus, and Charles Sizer.

7.     Discussion of Ideas for Proposed Participation in the 2002 Annual Meeting:

The Chairman called for suggestions for possible symposia topics for the 2002 Annual Meeting to be held in Boston, and the 2003 Annual Meeting to be held in Denver. After some discussion, it was suggested that the following be proposed to the Program Committee:

(a)          Energy, Sustainability, and the Environment.  A similar topic was suggested last year by L. S. Fan (Ohio State University). The session will focus on government initiatives and policies affecting the use of fossil energy, confluence of growing energy demands and environmental needs for the21st century. Stuart L. Cooper will contact L. S. Fan to co-organize a session with him.  This can be for 2003 also.

(b)  Star Wars Revisited (suggested by Martin Jischke last year).

(c)   BioMicroElectroMechanical Systems (BioMEMS) (suggested by Alice Agogino last year). Perhaps this could be Bio-nanotechnology. This can be for 2003 also.

(d)  Safety and Control of Vehicles in Highways. Suggested by Richard Goldstein. This can be for 2003 also.

(e)          Productivity. Suggested by Stuart Cooper.

(f) Communications Explosion: Information Overload or Panacea. Suggested by Richard Goldstein. 

1.   Kathryn Makeig made a brief presentation regarding a proposed legislation to restore the funding for the Office of      Technology Assessment in Congress. She also briefly described a bill for the National Improvement in Mathematics and Science Teaching. Chair Cooper will write a letter to the AAAS President to endorse the proposals.

2.   The meeting was adjourned at 11:15 AM.
