2003 AAAS Engineering Section Meeting

MINUTES

1.     Denice Denton, Section Chair, called the meeting to order at 8:45 AM. She asked those present to introduce themselves. The attendance list is included as Appendix A.

2.     Dr. Denton asked for comments and possible changes to the Draft Minutes of the Section Business Meeting held on February 15, 2002. The draft was posted on the Section web site shortly after the Boston meeting. Dr. Sheppard noted two typographical errors. There were no further changes and the draft was approved.

3.     The tentative agenda was approved. (See Appendix B)

4.     (a) Jose B. Cruz, Jr. was elected as Chair-elect of the Section and James L. Merz was elected Member-at-Large of the Engineering Section Steering Committee effective February 19, 2003.

(b)Dr. Marwan A. Simaan, University of Pittsburgh was selected in the process followed by the Steering Group, to serve as Section Secretary, effective February 19, 2003, until the end of the Annual meeting in 2006. Normally the term of office of Secretary is four years, but Dr. Simaan will serve the remaining term of three years of Dr. Cruz, who will become Chair-elect effective February 19, 2003.The list of Section Officers and Members-at Large for 2003-2004 appears in Appendix C.

(b) The new Engineering Section AAAS Fellows elected in September 2002 are listed in Appendix D.

1.     Review of Fellow nomination process. There are three ways a candidate can be nominated: (1) The Steering Committee members prepare nominations and vote on forwarding a number of the candidates not to exceed the quota for the Section. The quota is based on the number of AAAS members in the Engineering Section. In the past the steering committee decided to limit the number of nominations from each of the 8 members to two. In the event that some submit more than two and if the total number of nominations from the 8 members exceeds the quota, the Secretary requests the member with the most number of nominations to rank order the list and voluntarily delay the nomination of the candidate lowest in rank. This process was continued with other members until the total just equals the quota. This procedure will be followed again this year. (2) The second method of nominating a candidate for Fellow is for three Fellows to endorse the nomination. (3) The third method of nomination is for the AAAS Chief Executive Officer to forward a nomination. Only method (1) is subject to the quota. In all three of the methods, the candidates are evaluated by the Section Steering Group, and the candidates must receive a majority vote from the steering group. Furthermore, if a candidate receives more than two negative votes, the candidate is not recommended for election to Fellow.

2.     The list of 2003 Symposia sponsored or cosponsored by the Engineering Section is included as Appendix E.

3.     Discussion of Ideas for Proposed Participation in the 2004 and 2005 Annual Meetings:

The Chair called for suggestions for possible symposia topics for the 2004 Annual Meeting to be held in Seattle, and the 2005 Annual Meeting. The discussion led to suggestions summarized in the table of Appendix F.

 

     8.  Adnan Alsaffar discussed the ASCE organization and it is methods of cooperation with other organizations. He provided a hand out on ASCE structure for information. The activity of      AAAs of interest to the civil engineering profession was discussed. It was suggested that an information on AAAS be publicized in ASCE news.

         

4.  The meeting was adjourned at 11:00 AM.
